Creep in the APS
In 1999, the most common classification in the Australian Public
Service was APS 6. By 2006-07, the EL1s are the most common. Yet
the average length of experience in the APS remains close to 10
response to the market in the APS and the control of the Collective
Agreement making has resulted in over-classification of positions
to attract or retain scarce people.
